If you check Windows 10 icons are not blurred at all. They are derived from a font called SEGOE MDL2 Assets and I guess resized before drawing.

I can tell you that a simple Windows 10 like icon (black&white vector style) resized from 256x256 pixels to 32x32 with GDI+ always becomes slightly blurred.
