@searchfgold6789, that's what I ended up doing. I think the UI is just a little confusing in that it lets you click on Quebec in the map, but Quebec is not actually a valid option to continue the installation.

Entering Canada doesn't have it appear as a country. After a bit of testing, it appears that I can't click on anywhere in Quebec to make the button enabled.

If I enter a city name other than Montreal then the button appears enabled. But if I enter Montreal the button stays grayed out.
