I'm certainly open to the idea of improving ChkTeX to handle these situations (more) correctly. I've opened bug savannah.nongnu.org/bugs/?45980 to track this issue. Unfortunately, it may be somewhat difficult to get "right". Especially without making ChkTeX too complicated.

I admit, the documentation is a bit confusing. Actually, -g1 will enable the global rc, and -g0 will disable it. But -g is a synonym for -g0. The default is to read the global rc.

@DustinGetz, that's a completely different problem underneath. You can fix that by unbinding the particular key, e.g. (global-set-key "\M-t" nil)

@JustAnotherCurious, please update your version of sage mode. 0.10 is quite old in terms of bug fixes. You can do sage -f https://bitbucket.org/gvol/sage-mode/downloads/sage_mode-0.13.spkg. If you still have a problem, please open a bug.

You could use cut -d" " -f1,4- to get rid of the unwanted date portions. Then | sort | uniq will work just fine.
