because in integer arithmetic, 1 + 2 / 8 is 0. Then you assign it to a float. By the time you assign it to the float, it has the value zero.

You can just use substring to do this since the format is fixed length. You could also use regular expressions too - but that seems unnecessary since the format is fixed width.
