Also, just a simple change to numerics using numpy will speed up things, do not use that for-loop, go by other means.

And, you could use numpy.asarray which only does copy if it is not already an array, this is more sensible for large amounts of data.

Instead use the numpy.insert function, it is built for this. I.e. 1) extract the elements, 2) delete the elements from where you took them, 3) put them in front.
