The resolution depends on your DNS server (the one you are using), what are the websites you are access, are they available all the time, if they are using services like DynDNS then the issue is with them since public IP is changing constantly. Some things can be "fixed" on your box but some can be fixed only by website administrators. Surely it is case by case scenario and there is no standard cure unfortunately

Without looking deployment in your IIS and analize your app it is hard to tell. But be shure that there is somthing which is calling some route under which this activation handler is responding.

comment IIS7 - what does MaxProcesses do?
I know this is old, but from what I can see you had issue with session locking. I wonder what would happen if you let your script to deliver HTML first than in javascript onload = ... make some function which will then request images in same script (just add on client side image elements). I hope you still have access to this code. BTW, leave maxProcesses = 1 in order to confirm it is issue with session locking

But performance bottlenecks is not only abot specific line of code. Imagibe when some method where that line of code is executed very frequently then Im sure you would consider changing the way how it is implemented ;)
