This is not possible in ArcGIS with 3D Analyst. As @MichaelMiles-Stimson suggests, perhaps the city engine may work. Lidar cloud alone wont be enough. You will need a way to classify points as being a "member" of this or that structure; there are Lidar technologies that also record RGB values with each point - something like that may be helpful but I beleive this data is quite expensive. with just a cloud and whatever default Lidar classes you will have at your disposal, you may heave to a lot of manual modelling, classifying, QAQC.

One of the most essential components in shooting this type of photos is a tripod. A tripod was almost certainly used. Just thought i would mention it.You will never be able to handhold your camera and get this type of an image.

Then you should be able to just hit "Complete List" in the dialog and those values should appear then add them to your symbology as I now explained in my answer.

You have to add any new symbology that does not yet match any existin features manually. Import your layer file then Add Values -> Add to List -> Manually type the value and add to list. This will create a new additional symbol in the list but there will be no features that match it until you create them.
