distance as the crow flys or drive time? ET geowizards has a tool that will perform it. however it is not free. Calculates the distance for each feature of the Input dataset to the closest feature from the Near dataset. In the attribute table of the output the distance is recorded together with the ID of the closest feature. Inputs: Input Dataset - Point, Multipoint, Polyline or Polygon Near Dataset - Point, Multipoint, Polyline or Polygon Search tolerance - the maximum distance to search for features in the near layer in the units of the spatial reference of the Input Dataset

I think your question is formulated so you can probably get someone to help. Just refine (hit edit) with this bit of info. since you want to convert from nad27 to nad83 you are making a correction. Also the declination would be different possibly on each sheet going east or west. Do you have declination printed on original? Also the diff between US and Intl is... The other option is to edit existing polygon but this method is much easier unless you know what you are doing.. i.e. delete existing vertices, and add vertices along the new edge...
