The quotes aren't actually mandatory: "value: An attribute value. Can be either an unquoted single word or a quoted string." From the linked docs in the answer. Similar to accepted answer.

Ah ok, there WAS some problems loading this project originally, and it sounds right that it wrongly got converted to a class library. So now I have to turn it back into a Web Application. stackoverflow.com/questions/4492829/…. I forgot that that was the project type for MVC. Thanks so much @Smudge202, sorry I can't offer any points, but it was kind of a stupid question to start with since it ends up having nothing to do with admin rights.

I am a contractor in a government department. Without admin access. I strongly suspect a radical solution such as you have made would be ... not entertained. In any case, I want to solve this without a drastic overhaul to my set-up.

+1 Thanks, that was it for me. Simply removed the entire <ProjectTypeGuids>{E3E379DF-F4C6-4180-9B81-6769533ABE47};{349c5851-65df-11da-9384-00065b846f21};{fae04ec0-301f-11d3-bf4b-00c04f79efbc}</ProjectTypeGuids> node altogether. Those 3 GUIDs meant that it is a C# Web MVC 4.0 Application, and it was able to work that out without the node.
