In URL, the % sign is used to mark a start of a URL encoded character. To have a literal % in an URL, you have to URL-encode it (that is - replace the % with %25). See en.wikipedia.org/wiki/Percent-encoding

Try action="FirstServlet". From /FirstServlet, the browser will construct an absolute URL like http://localhost/FirstServlet, which might or might not work depending on the mapping of the root of your application. On the other hand, action set to FirstServlet will result in an URL relative to the location of index.jsp (e.g. http://localhost/yourapproot/FirstServlet, which is what you actually want.

'15/Jan/14' would be converted to date automatically (assuming it matches NLS settings of OP's DB session). Moreover, I also believe Oracle would give an error different than 'invalid number' if it could not parse a string to a date.
