comment IE10 User-Agent causes ASP.Net to not send back Set-Cookie (IE10 not setting cookies)
After trying the other solutions, and the hotfix refusing to install saying it wasn't compatible with our server, I tried this. It's the only thing that fixed the issue for us.

@ClaraOnager Right click on the icon in the start screen and select 'Open file location'. This will open up the folder that the shortcut is saved in and then you can view it's properties from there.
