Question is the variable "charset" is successfully changed. But the class Response uses this variable to set the header "Content-Type", but the header is still "text/html; charset=UTF-8". If I hard code the variable in the Response class, then it successfully sets the header to "text/html; charset=windows-1252". It looks like middleware sets the charset too late, maybe?

Yes, I did, actually I can see the charset successfully changed: #charset: "windows-1252"
