IMO (using the info in JavaDoc) the InstantThroughput means the total number of processed calls in the last second i.e. how many calls the software have processed very recently. Probably you have to play with the load and observe how the various metrics are changing.

Dropwizard is using io.dropwizard.jetty.MutableServletContextHandler. You can call ContextHandler.setMaxFormContentSize(int maxSize); on instances of this object. However I haven't checked how you can get to MutableServletContextHandler objects.

169.254/16 network is assigned for dynamically configured link-local addresses. They are only valid on a single network segment and are not to be routed. The network card/driver will self-assign such an address if there is no DHCP response. This question has some info. Also have you checked this question about MAAS/Canonica OpenStack Autopilot?
