I'm a programmer/web developer for the City of Boise. We currently use Umbraco, WordPress, and Rhythmyx. I'm mostly familiar with HTML, CSS, Javascript, and C# ASP.Net, but I can do some PHP and Java too. I also have pretty good experience with Joomla and I'm playing around with MODX and am really liking it as a CMS solution for the LAMP stack.
