That's not the default behaviour, or configurable from a project you might have just cloned from github. When everything is local and specified by package.json, you get that for free.

You don't, but how do you know that whoever is installing your module or application also has gulp installed globally? If it's in the package.json (installed locally) then you don't have to worry about that.
