The slug has a unique constraint. I'm after the published row which matches the slug, and the rows (also published) before and after it. These will have different slugs (see the CREATE TABLE in the question).

Please see my clarification on the question. The problem is that I'm looking only for published posts, so incrementing or decrementing the id is not going to work in general. i.e. the ids may not be sequential. Thanks for the answer though!

Global gulp appears to do something similar to global grunt, and looks for a locally installed gulp to hand off to. However, this does not affect my answer. The global install is not necessary.
